Public Notice: Millidgeville Wastewater Treatment Facility – UV Disinfection System Upgrades
The Millidgeville Wastewater Treatment Facility (WWTF) is located at 700 Woodward Avenue. The City of Saint John is planning to upgrade the Ultraviolet (UV) Disinfection System at the Millidgeville WWTF, which will improve the efficiency of the treatment process at the facility.
To allow for the installation of the new UV Disinfection System, effluent flows will be redirected to temporarily bypass the UV treatment area to allow for isolation of the existing system and completion of the modifications to the existing structure. Incoming wastewater into the MWWTF will continue to undergo the following stages of the current treatment process during the bypass: Mechanical Screening, Aerated grit removal, Primary Clarification, Biological treatment (activated biofilter process), Secondary Clarification, and Sludge Thickening & Dewatering.
In the facilities Approval to Operate, issued by the Province of New Brunswick (Department of Environment and Local Government) and Environment and Climate Change Canada (ECCC), the UV System is required to operate from May 1st to October 31st each year. The City of Saint John is submitting a Temporary Bypass Authorization permit application to ECCC in advance of completing this work. As part of the approval process, the City of Saint John is required to provide details of the planned work and an overview of the methods of communication to advise the public. The approval outlines the discharge point, the estimated volume of wastewater and the estimated duration of the temporary bypass period. Throughout the construction period, the City of Saint John is required to continue to sample, test and report effluent quality and quantity to regulatory authorities.
The City of Saint John is applying for a temporary bypass of the UV system for a duration of approximately four months with an anticipated bypass during the summer of 2026. Once the new UV Disinfection System has been installed and is operational, effluent flow will be directed back through the UV treatment area for regular operation. The new UV disinfection system will extend the service life of the MWWTF, enhance energy efficiency, prevent future damage of the UV system from flooding and ensure the operation of the facility continues to meet regulatory compliance for UV disinfection.
The work will be completed in accordance with the terms and conditions that will be outlined in the Temporary Bypass Authorization to be received from the City of Saint John’s regulators.
